This study examines the formation and transformation of the King SejongInstitute policy, a central institution for promoting Korean language and cultureabroad, through the lens of policy network theory. It identifies three stages:Initiation (2007-2011), Brand Integration (2012-2016), and Expansion (2017-present). Initially dominated by the Ministry of Culture, Sports and Tourism, the policy evolved with the establishment of the King Sejong Institute Foundation, fostering cooperationamong ministries, foundations, local institutions, and private partners. Recently, governance has become more decentralized, granting greater autonomy to localactors and expanding online collaboration. The study highlights the structuralevolution of Korean language education policy and demonstrates the utility of policynetwork theory for analyzing such policies.
