A Study on the Policy-making Process of Lifelong Education in the Korean Military by Applying the Kingdon Model
This study is related to the policy-making of lifelong education in the military to foster creative professionals who will actively respond to changes in thefuture security environment and lead innovation in the defense field. Until the2000s, lifelong education in the military remained a blind spot of research and abarren spot of theory due to difficulties in accessing military organizations and lackof interest from academia. After the 1999 ruling that military service additionalpoints were unconstitutional, the military's lifelong education policy began to bediscussed in earnest in 2006 in the field of lifelong education, focusing on the fieldof military self-development in order to reasonably compensate those who fulfillmilitary service. In this study, through Kingdon's multi-flow model, which has noprior research on how the military's lifelong education policy decisions were made, the policy-making process is studied from the introduction to the growth period, and the present is considered a stable period after the establishment of theNational Defense Institute in 2015 to provide a clue for the successful promotionand policy-making of lifelong military education in the Lee Jae-myungadministration. As a result, the Kingdon model is significant in that the flow ofpolitics changes the national human resource development policy and lifelongeducation promotion policy, and it is expected that the military lifelong educationpolicy should be promoted through a circular lifelong education-linked RISE+Mcooperation model in connection with the Rise project.
