Current state of medical and diagnostic care provision to the population living near areas where hostilities are taking place (Based on the example of the Municipal Non-profit Enterprise «Regional Territorial Medical Association of Kramatorsk»)

Annotation. Military conflicts and armed aggression in various countries around the world result in the destruction of residential and administrative buildings, including health care facilities (HCFs), which limits access for populations living near areas where hostilities are taking place, not only to safe living conditions but also to health care services. The objective of this study is to analyze the provision of medical and diagnostic care to the population by the Municipal Non-profit Enterprise «Regional Territorial Medical Association of Kramatorsk (MNE «RTMA of Kramatorsk»), including the activity of departments relocated to the western part of Ukraine, over the past three years of full-scale war compared to the pre-war period. This study presents a retrospective analysis of the medical and diagnostic activity of the MNE «RTMA of Kramatorsk» using methods of a systemic approach, structural and logical analysis, and dynamic series index evaluation during data processing. Overall, the levels of diagnostic and therapeutic care at the MNE «RTMA of Kramatorsk» as of 2024 have not yet reached the indicators of 2021, but show positive trends. In some areas of medical and diagnostic care, the 2024 figures exceeded those of 2021, namely: the number of electrocardiograms performed in 2024 increased by 3.14 times compared to 2021; the number of esophagogastroduodenoscopy procedures in 2024 exceeded the 2021 figures by 1.27 times; radiological examinations remained a highly demanded diagnostic method; the number of computed tomography (CT) scans in 2024 surpassed the 2021 figure by 1.27 times, while CT with intravenous contrast agent increased by 2.54 times; the number of ultrasound examinations performed in 2024 exceeded 2021 figures by 9.40%. The obtained results of the study allow for an assessment of the adaptability level of the medical system and may be used to explore ways to optimize the provision of medical and diagnostic care in healthcare facilities under wartime and emergency conditions.

Abstract
