Conceptual foundations of the genesis of modern parliamentarism: integration of European values into national constitutionalism

The article is dedicated to a comprehensive study of the genesis and essence of Ukrainian parliamentarism through the lens of European values integration. The topic’s relevance is determined by the need to re-evaluate the theoretical foundations of parliamentarism in the context of Ukraine’s post-war reconstruction and its aspirations for full integration into the European legal space. The paper emphasizes that parliamentarism is a multidimensional socio-political and constitutional-legal phenomenon that should not be reduced to merely functional or institutional features. Its comprehension requires paradigmatic-axiological and doctrinal-ideological approaches, which allow it to be viewed as a historical state of national statehood, a marker of civic maturity, and a theoretical reflection of the Ukrainian people’s development strategy. The author traces the evolution of parliamentarism as a pan-European phenomenon from ancient proto-representative institutions to modern concepts. Special attention is paid to the ideas of utilitarianism and the development of inter-parliamentary bodies in the 20th century. The historical roots of representative authority have been explored, starting from the General Council of the Scythian tribes, the Greek city-states (polis), and the institutions of Kyivan Rus (veche, feudal assemblies, verv), to the estate-representative bodies of the Grand Duchy of Lithuania. Particular focus is given to the modern stage, where the Verkhovna Rada of Ukraine demonstrates an active adaptation to European standards. This is manifested in the strengthening of its legislative and oversight functions, ensuring transparency and publicity, as well as through inter-parliamentary dialogue and the implementation of ECHR decisions. The article underscores that the implementation of deontological principles helps to strengthen trust in representative power. Thus, the article provides a comprehensive analysis of Ukrainian parliamentarism as a dynamic constitutional value that, based on national traditions, seeks to integrate European standards to establish responsible governance and protect constitutional values.
