POLITICAL CULTURE, DEMOCRACY AND DEVELOPMENT IN TÜRKİYE

Discussions regarding the problems experienced in the functioning of the administrative system in Türkiye largely stem from different approaches to “political culture, democracy, and development”. Problems related to the functioning of a democratic political system are associated with the implementation of the “separation of powers principle”. In Türkiye, the political power's effective presence in the political arena with a centralist approach has led to different debates regarding the democratization of political culture. This study aims to critically evaluate the relationship between political culture, democracy critically, and its development in Türkiye, drawing on relevant literature. Approaches to “political culture, democracy, and development” based on the example of Türkiye have been examined in this study. Within the framework of global developments and current political debates in Türkiye, the obstacles to establish a democratic political system and the problems stemming from the structure of political culture have been evaluated together. Although Türkiye's political culture has undergone a positive transformation, chronic problems in the functioning of the administrative system and polarizing and confrontational rhetoric in political culture persist. Problems stemming from the structure of political culture and obstacles encountered in the democratization process prevent the realization of expectations for development.
