Using a qualitative-phenomenological approach, data were collected through in-depth interviews, participatory observation, and document review. Data analysis was conducted thematically to uncover meanings behind participants’ experiences. The findings show that policy implementation at UPT Rehabilitasi Sosial Bina Laras Pasuruan has been effective, aligning with Winter’s four indicators.
