PENINGKATAN EFISIENSI PEMANFAATAN TENAGA KERJA MELALUI METODE RESOURCE LEVELING (STUDI KASUS PROYEK PEMBANGUNAN DERMAGA LANAL BIAK)

The construction of a pier is a complex project, particularly in the management of human resources (HR). This study aims to evaluate the effectiveness of HR utilization in the Dermaga Lanal Biak pier construction project and optimize it through the application of the Resource Leveling method. This method is used to balance the distribution of labor and minimize workforce fluctuations during project execution, leading to a more efficient and controlled implementation. The analysis was conducted using Microsoft Project 2019, covering labor requirement calculations, critical path identification, and the application of Resource Leveling. The data analyzed included unit work plans, S-Curves, activity relationships, and labor coefficients based on the 2023 AHSP issued by the Indonesian Ministry of Public Works and Housing (PUPR). The results show that Resource Leveling successfully improved HR utilization efficiency by 25.31% without extending the project duration. This optimization is reflected in a more stable daily labor distribution and the effective use of float time. After analysis, the total human resource requirements were as follows: general workers 137.33 OH, carpenters 40 OH, masons 5.33 OH, foremen 6.53 OH, surveyors 1.75 OH, supervisors 6.67 OH, welders 23.93 OH, installers 0.02 OH, plumbers 1.61 OH, and steel workers 16.67 OH.
