EXOGENOUS FACTORS OF INFORMATION TECHNOLOGY INFLUENCE ON ACHIEVINGSUSTAINABLE DEVELOPMENT GOALS: A COMPETENCE-BASED APPROACH

The paper considers the problem of an information technology impact on the implementing sustainable development goals in the context of training highly qualified personnel with appropriate skills and competencies. The purpose of this research is to determine and classify this impact and implement this concept in the methodological aspect of developing highly skilled professionals in information systems and technologies of the first (bachelor's) level of training. The study is theoretically underpinned by the concept of the inherent duality of information technologies. Information technologies can be presented as a means of production, as a tool for achieving goals, that is, to form exogenous factors of influence, and at the same time, as a final product, the goal of sustainable development and digital transformation and act as endogenous factors of influence. The classification of sustainable development goals from the point of view of the exogenous impact of information technologies was carried out and 6 main clusters were identified. Infrastructure of the economy Digital industry, ecology, public administration, global partnership, education. The defined classification makes it possible to determine the means of acquiring skills and competencies by students aimed at achieving global sustainable development goals within the framework of the educational process under educational and professional programs of information orientation. Using the example of the structure and content of the educational program F6 Information Systems and Technologies of the first (bachelor's) level of training within the framework of the competency approach, the directions and possibilities of the program for implementing sustainable development goals are considered in detail. The process of implementing sustainable development goals is presented in the education program in a structured way, in genesis, in a logical sequence, consistent with the mission and strategy of the university, covering the main areas of sustainable development. Theoretical skills and competencies are worked out through practical application during practical work in the disciplines of education program, course design, educational, industrial and pre-diploma practice, diploma design. As further explorations, it seems interesting to identify and analyse endogenous factors of information technology as a goal of sustainable development and digital transformation.
