Overview of smart meter use cases in the Netherlands
Balancing individual privacy with grid insight poses significant challenges, especially as the analysis of low voltage grid behaviour requires individual data, governed by strict privacy laws in the Netherlands. This paper demonstrates how this balance is maintained through intensive collaboration between privacy authorities and distribution system operators (DSOs) via "use cases." The aim of this paper is to provide an overview of approved use cases in the Netherlands and their benefits for DSOs. Following the liberalisation of the electricity market, the rollout of smart meters began in 2014, that resulted in approximately 90% of Dutch households are presently equipped with these devices. Initially, smart meter data was used solely for billing purposes, but a Code of Conduct approved in 2022 now enables its use for grid management under stringent privacy regulations. Within Netbeheer Nederland, a structured process ensures that each use case complies with privacy agreements and is approved by all DSOs. This paper outlines the methodologies and collaborations involved, highlighting the balance between data utility and privacy protection. The results showcase ten formalised use cases that enhance smart grid management while safeguarding individual privacy, demonstrating the successful integration of smart meter data in grid operations without compromising personal data security.
