Framework conditions, use case analysis and IT/OT architecture for LV management in Germany
The ongoing energy transition in Germany presents significant obstacles for distribution system operators in managing low-voltage grids. This paper addresses these challenges by analyzing the current regulatory framework and identifying key issues such as increasing grid connection requests, outdated grid data, and the rising share of electric vehicles and heat pumps. To tackle these challenges, the paper describes a set of use-cases, including grid digitalization, grid state estimation, and load management. Each use-case is examined in terms of its technical requirements and potential benefits. The paper also presents an IT/OT architecture for implementing load management and provides a roadmap for upgrading low-voltage grids by 2030. This comprehensive approach aims to enhance grid state, integrate more renewable energy sources as well as loads, and support the energy transition in Germany.
