Paraná na vanguarda do planejamento regional brasileiro: o florescer de novos paradigmas na década de 1960
This article presents a unique case study on the Basic Regional Plan for the Coast of Paraná (1966), as part of the ongoing analysis of a larger project. The study investigates how the plan anticipates the environmental paradigm in Brazilian regional planning. Although the context of its formulation was marked by a focus on industrialization and economic development, the plan stands out by pioneering the integration of environmental preservation and the appreciation of natural landscapes in territorial planning. Through a qualitative approach, the study uses documentary analysis and content analysis, with a keyword survey, to identify how environmental concepts emerge in the plan, reflecting a break with conventional planning models. The article contributes to the understanding of how the Basic Regional Plan for the Coast of Paraná anticipated discussions on the integration of development and environmental preservation, influencing how these themes would be addressed in subsequent regional planning.
