Abstract

Aim. Substantiation of the features of the development of the strategic management system at the regional level in the context of high differentiation of Russian regions with adequate improvement of its principles and tools. Objectives. To determine the prerequisites for the transition from programmatic to strategic management and theoretical and methodological approaches to the use of the corporate management concept at the regional level. To clarify the concept of "strategic management of regional development", to substantiate the system of its main elements and to systematize the principles most significant for the current stage of development of the Russian economy. Methodology. This study uses the basic concepts of strategic management and the theoretical provisions of spatial development, methods of deduction, induction, theoretical generalization and comparative analysis. Results. The definition of strategic regional management has been clarified, which focuses on management as a response to external and internal changes, competitiveness in the interconnected system "state-regions-region", aimed at improving the quality of life of the population. The main differences in approaches to the formation of strategies of the region and the organization, and especially in relation to human capital, have been established. The system of the main elements of strategic management of the region is presented. The phasing of the development of the strategic management system in Russia is proposed and its key factors are substantiated. The systematization of the most significant principles of strategic management of regional development in modern conditions is made. Conclusions. The transition from programmatic to strategic management in Russia, including its theoretical, methodological and regulatory support, is a natural consequence of the implementation of market reforms using the management practices of highly developed countries.
