ULUSLARARASI ÖRGÜTLERİN YAPAY ZEKA POLİTİKALARININ KARŞILAŞTIRMALI ANALİZİ

This study addresses the governance dimension of artificial intelligence technologies at the international level. Comparatively, it examines the policy approaches of four important international organizations, namely the United Nations (UN), UNESCO, the European Union (EU) and the Organization for Economic Co-operation and Development (OECD). The multidimensional effects of artificial intelligence on the global level, such as human rights, ethical values, data security, economic growth and environmental sustainability, have made the need for international regulation in this area more visible. In this context, the visions, ethical principles and policy documents developed by international organizations are very important today. The study presents a systematic analysis by considering the general visions of the organizations, their basic policy documents, ethical principles and whether they contain legal bindings. In the analysis carried out with the qualitative research method, document scanning and thematic analysis techniques were used; how the organizations approached their human-centered, reliable and inclusive artificial intelligence visions was evaluated. As a result, it was determined that each organization developed different tools in line with its structure and mission, but they came together in a human-centered, inclusive and ethically based artificial intelligence understanding.
