TANZİMAT DÖNEMİNDE RÜŞVET SUÇLARININ KOVUŞTURULMASI: VALİ GİRİTLİZADE MEHMED PAŞA DAVASI
During the Tanzimat period, intense efforts were made to prevent bribery of state officials, both in terms of legal regulations and the punishment of those who committed such acts. Mehmed Pasha, the governor of Mosul, was one of those who committed such acts and was punished. Pasha, who belonged to one of the leading dynasties of Balikesir, had been dismissed from his position as the Governor of Silistre after serving in various positions. He was not given any state duty for ten years. During the Tanzimat period, he was reinstated as vizier and reappointed as governor. In this context, he was appointed as the governor of Mosul in December 1845. However, he was dismissed about a year later. The reason for his dismissal was the intense complaints that he mistreated the people, persecuted them and took bribes. He was found guilty as a result of the trial. He was stripped of all his ranks and titles and sent into exile in Manisa for three years on the condition that he would not be appointed to public office again. This study focuses on Mehmed Pasha's accusation of bribery and his trial. The main source of the research is the archival documents of the period, but second-hand sources have also been consulted as needed.
