Green Hydrogen for Lebanon: A Comprehensive Framework for Economic Transition, Energy Sovereignty, and Regional Sustainability

This paper evaluates the potential of green hydrogen as a pillar of Lebanon’s energy transition strategy. Drawing upon comparative case studies from five global benchmark countries (Germany, South Korea, Chile, Egypt, and South Africa), it adapts a socio-economic impact model and policy roadmap tailored to Lebanon's institutional, geographic, and socio-political context. The study estimates regional employment generation, infrastructure needs, and water constraints while presenting actionable public policy recommendations. The paper concludes that green hydrogen could enable Lebanon to reduce energy dependence, stimulate job creation, and align with international climate goals— provided that policies are inclusive, regionally adaptive, and investment-friendly.
