PENINDAKAN AKTIVITAS MALAM BERUPA CLUBBING KEPADA ANAK DIBAWAH UMUR OLEH SATUAN RESERSE KRIMINAL UMUM POLRESTA DENPASAR

The displacement of local culture is often caused by the emergence of more attractive cultural trends, particularly among teenagers. One such influence is nightlife culture or "clubbing," which appeals to underage individuals despite its legal and social risks. Legal action against minors involved in clubbing includes non-institutional rehabilitation sanctions or minor criminal offenses (tipiring) as a warning mechanism, in accordance with Article 20 of Law Number 11 of 2012 on the Juvenile Criminal Justice System. This study aims to analyze the measures taken by the General Criminal Investigation Unit of the Denpasar City Police (Polresta Denpasar) in addressing underage involvement in nightlife activities. The research employs an empirical legal method, using field data such as interviews and observations to understand practical challenges and enforcement efforts. The findings indicate that enforcement involves collaboration with the Women and Children Services Unit (PPA), guided by statutory regulations, particularly in imposing rehabilitative sanctions. The main challenges include limited facilities and lack of parental supervision. Police efforts are implemented through preemptive (education), preventive (deterrence), and repressive (law enforcement) measures. In conclusion, effective handling of underage clubbing requires inter-agency collaboration and a humanistic legal approach.
