Towards Holistic Governance: The Application Prospect, Ethical Risk and Governance Logic of Generative AI
The new generation of generative artificial intelligence, represented by ChatGPT, is becoming a key engine to promote the digital economy by virtue of its excellent natural language interaction function and the convenience of multidomain generalization application. At the same time, the wide application of generative artificial intelligence in the fields of finance, medical care and industry makes it difficult for the traditional governance paradigm to adapt to the speed of its expansion and iteration, thus triggering ethical risks such as human subjectivity digestion, new alienation of human thinking, technology abuse, and digital exploitation. As a new governance paradigm in the post-public management era, holistic governance meets the needs of generative artificial intelligence ethical governance, and plans the generative artificial intelligence ethical governance with the overall concept and systematic thinking. Starting from the four logics of stakeholders, governance process, governance technology and governance rules, it constructs a holistic ethical governance framework led by the government, actively participated by scientific and technological innovation subjects, actively participated by scientific and technological social organizations, and spontaneously supervised by the public and the media, so as to jointly improve the ethical risk governance system and capacity modernization of generative artificial intelligence.
