Understanding Success Factors in Fast-Tracked Oil and Gas Developments
Abstract Globally, oil and gas discoveries are reaching first production faster than ever before driven by operational efficiencies and a willingness to challenge conventional approaches. Yet in Southeast Asia, gas developments still average 13 years from discovery to production, lagging behind the global trend. With declining output and rising energy demand, the region cannot afford delays. Southeast Asia holds an estimated 27 billion barrels of oil equivalent (BBOE) in discovered but undeveloped gas resources highlighting both the challenge and opportunity ahead. Accelerating project timelines is crucial to meet the region's future energy needs. Our analysis identifies 12 critical enablers for accelerating project delivery: (1) commercial volumes; (2) access to market; (3) ease of access to capital; (4) approach to risk; (5) strategic relationships; (6) government/regulator support; (7) one team integrated model; (8) maintain control; (9) parallel workflows; (10) phase approach; (11) standardisation; (12) leverage technology. Through selected case studies, this paper illustrates how these factors have enabled faster timelines and how similar strategies could be applied in Southeast Asia. By adopting these insights, we hope that operators and governments in the region can reduce development lead times, unlock dormant resources, and better secure Southeast Asia's energy future.
