Fortifying Upstream Data Governance - Enhancing Upstream Data Security Through 4A (Access, Authorization, Authentication and Audit) Governance Approach to Ensure Upstream Data is in a Safe and Secured Environment
Abstract Upstream oil and gas industry is advancing its data modernization strategy to enhance self-serve data delivery and improve accessibility for technical users across the Exploration and Production (E&P) value chain. A critical enabler of this transformation is the implementation of a robust Data Security Governance framework, guided by the principles of the 4A assurance—Access, Authorization, Authentication, and Audit—adapted from the DAMA-DMBOK framework. This approach ensures data is securely accessed, governed, and monitored throughout its lifecycle, enabling scalable and trusted data usage. The 4A elements are systematically embedded into Upstream's data ecosystem through structured classification schemes, entitlement controls, secure identity verification mechanisms, and continuous auditing practices. The implementation of these controls has significantly enhanced data protection, streamlined entitlement management, and supported efficient data democratization. Additionally, the initiative is underpinned by clearly defined procedures and comprehensive capability-building programs to instill a strong data security culture within the organization. This paper outlines the technical, procedural, and organizational mechanisms used to implement the 4A framework and shares key observations and results from its application in an Upstream environment characterized by diverse activities.
