This paper analyses the mechanism of conflict regulation or management. To do this, we have used some empirical data completed by research on documents and internet. First of all, it treats dipolmatic means or mechanism and jurisdictional settement of international countries’s disagreements and the procedures of resolving regional and international conflicts. For the diplomatic procedures, especially in the case of regional organisation, we have the procedures based on pacific methods for peace securing or obtaining. And this is the case of the ECOWAS mediation in malian crisis and which was led by former president of Nigeria, his Excellence Goodluck Jonathan. Diplomatic mechanism of conflict regulation and management are all methods used to manage, to regulate a conflict by pacific way. In addition to that, we also have the diplomatic mechanism mentinned in the Chapter VI of the UN Charter with pacific means. There are non-instituted procedures which have a legal character but non-restrictive such as good offices, negotiation. A specific case is the togolese(Togo) mediation in the 49 ivorian militaries’s situation with malian authorities. Whereas in the instituted procedures, the decisions are obligatory. For procedures in case of international organisation (UNO) and regional(AU and ECOWAS), they are based on dispositions expected by the UN Charter and on subsidiary principle between UNO and regional organizations such as African Union(AU) and ECOWAS.
