A Study on the Evaluation of the Major Self-Selection System through the CIPP Model

This study systematically evaluates the Yoon Suk-yeol administration’s Major Autonomy Selection Policy using the CIPP model to derive practical policy implications. The policy allows university entrants to remain undeclared, encouraging career exploration and interdisciplinary talent development. However, its validity and structure require multidimensional assessment. Based on a qualitative analysis of government documents, media coverage, existing research, and a case study of University A, the findings are as follows. First, Context Evaluation: The major self-selection system may be one of the means of cultivating future talents, but it was difficult t o confirm the legitimacy o f hastily p romoting it in a s ituation where universities were not prepared. Second, Input Evaluation: Over 50–60% of government funding was tied to policy adoption, limiting institutional autonomy. However, incentives did not translate into improved support for undeclared students. Third, Process Evaluation: Stakeholder consultation and pilot testing were insufficient, and many institutions simply rebranded existing programs as “Autonomous Major Units” without genuine curricular change. Fourth, Product Evaluation: Students appreciated the ability to defer declaring a major but were largely unaware of the policy’s aims. Concerns about high dropout rates among undeclared students are expected to have difficulty achieving desired outcomes. The study contributes to theoretical discussions by applying the CIPP model to higher education policy changes. It also recommends enhancing curricula, establishing individualized advising systems, and preserving university autonomy in policy-making.
