The Problem of Workforce Shortages in Healthcare

This article addresses the issue of workforce shortages in the healthcare system of the Russian Federation. The focus of the analysis is on the system of personnel provision, its structural and territorial characteristics. The study aims to examine the causes of workforce deficits, assess the current situation, and develop recommendations for their resolution. The hypothesis suggests that a comprehensive approach to personnel policy—including wage increases, improved working conditions, the introduction of innovations, and the adoption of international best practices—can stabilize the healthcare workforce. The methodological foundation of the study encompasses the analysis of statistical data, regulatory documents, and literature sources. The research identifies key factors contributing to workforce shortages and proposes solutions to address them. The scientific contribution lies in substantiating strategic measures to improve staffing levels. The results can be applied to optimize state personnel policy in healthcare. A limitation of the study is the need for further empirical validation of the proposed recommendations, which defines the direction of future research.
