Strategic Policy Management for ‘Seoul’s Going Together Policy’: Strategic Utilization of ‘Inclusive Policy Index’

The purpose of this research is to derive a set of strategic measures to diffuse and promote the value of Seoul’s Inclusive Policy. Using the framework of Moore(2000)’s strategic triangle as well as theoretical discussions on the co-creation of public value and collaborative governance, we identified the conditions that are necessary to generate performance and secure sustainability of the policy. We also analyzed the Inclusive Policy Indexes as a strategic management tool and suggested measures to enhance them. Our findings suggest the necessity to regularly operate formalized communication and opinion-gathering procedures for creating public value through the policy. We also suggest a co-design and sharing strategy for the Inclusive Policy Index to clearly articulate value of the policy and garner continuous support from stakesholders. Furthermore, shifting the design of the index and its utilization from and supply-oriented approaches to results-oriented ones. This will encourage stakeholder interests and participation and expand the practical use of the index in decision-making.
