DIGITAL TECHNOLOGIES FOR THE CIRCULAR ECONOMY: EU EXPERIENCE FOR UKRAINE

The article analyzes the role of digital technologies as a key factor in the development of the circular economy, particularly in the context of Ukraine's transformation period. It examines the best practices of European Union countries in implementing digital solutions to optimize resource management, reduce waste, and improve the efficiency of economic processes. The purpose of the article is to identify the key digital tools used in the European Union to support the circular economy and to justify the possibilities and ways of adapting them in Ukraine, taking into account the national context, regulatory framework, and institutional readiness. A review of modern digital technologies (including DPP, IoT, AI, digital twins) that support the circular economy in EU countries was conducted. Key EU regulatory documents governing digital circularity (in particular, the ESPR Regulation and other delegated acts) were identified. The current state of digital transformation in Ukraine in the areas of resource management, construction, agriculture, and public services was analyzed. Barriers that hinder the implementation of digital solutions for the circular economy in the Ukrainian context (legal, technical, human resources, institutional) have been identified. Recommendations have been made on the formation of an integrated digital ecosystem for the circular economy in Ukraine, taking into account European experience and the specifics of the national market. With this in mind, Ukraine's priority tasks are: developing a regulatory framework for DPP and circular digitalization; creating an integrated ecosystem of open platforms for resource and waste accounting; developing digital pilots in construction, agriculture, and light industry; stimulating cross-sectoral cooperation and international knowledge exchange; introducing educational programs on digital circularity at the level of higher education and vocational training. Thus, the effective use of digital technologies can significantly accelerate the transformation of Ukraine's economy towards sustainability, resource efficiency, and compliance with European environmental standards. The article offers recommendations for developing digital infrastructure for the circular economy in Ukraine. For Ukraine, the introduction of digital tools in the circular economy opens up new opportunities: infrastructure modernization, green entrepreneurship development, job creation, and environmentally responsible integration into the EU single market.
