Kamu Yönetiminde Etik Kültürün Oluşmasında Sivil Toplum Kuruluşlarının Rolü
This article discusses the critical role of civil society organizations (CSOs) in building an ethical culture in public administration. An ethical culture in public administration is a fundamental element for the establishment of a governance approach based on the principles of transparency, accountability and impartiality. However, this culture cannot be created solely through the internal dynamics of public institutions. The participation of different segments of society in the process is of great importance for the adoption and implementation of ethical principles. CSOs conduct audits and awareness-raising activities, prepare ethics reports for public institutions, organize training programs and contribute to the policy-making process in order to ensure that public administration adheres to ethical standards. Using descriptive methodology, this study evaluates the different approaches of CSOs in establishing and implementing ethical standards by presenting examples from various countries. It also discusses the challenges faced by CSOs in combating ethical violations and suggests solutions to these problems. The study emphasizes the importance of public-CSO collaboration in strengthening ethical governance and aims to contribute to the development of a more sustainable and participatory governance model. It also provides policy recommendations to overcome the structural and managerial challenges that CSOs face in ensuring the sustainability of ethical governance.
