MODEL FOR ASSESSING SYSTEMIC BALANCE OF REGIONS (BASED ON THE MATERIALS OF THE NORTHWESTERN FEDERAL DISTRICT)
In the modern environment of regional development, an important category of efficiency is the ability to form the stability of indicators, the reverse side of which is the imbalance of individual blocks of development of territories, industries, commodity or monetary segments. When studying the degree of balance of regions according to the systemic principle, an important target guideline is the diagnostics of the causal factors of imbalance formation, which are most often expressed in material and financial proportions of regional development. To assess the systemic balance of regions, the system was structured as a balanced macro-subject. The interaction of systems through fundamental regional processes using the "quadrium" model was formulated. A graphical representation of the "quadrium" model for assessing the systemic balance of regions of the NWFD was designed. The systemic balance of regions of the NWFD was assessed using the "quadrium" model. The purpose of the study is to model the systems that form the space of the territory in order to assess the balance of regions. The result of the study is a model for assessing the systemic balance of regions and their grouping by the level of proportionality of development. Testing was carried out on the materials of the Northwestern Federal District. An indicator field of systemic balance of regions has been formed, allowing to determine the number of territories with balanced indicators according to the systemic principle.
