Optimal Distributed Energy Resource Placement for Electric Grids Resilience against Extreme Weather Events

In power distribution networks, preemptive islanding is one of the short-term resiliency measures to partition the network into multiple islands before the occurrence of the extreme event with each island having its independent grid-forming resource(s). The first stage of this resiliency measure is the optimal placement of the Distributed Energy Resources (DERs). Therefore, this paper proposes a Risk-Driven OPF (RD-OPF) formulation to make topology reconfiguration decisions and optimally place and dispatch the DERs to prepare the network effectively for pre-emptive measures. The target is to enhance grid resilience by considering inputs, such as the risk values of assets, the network topology, asset information, physical constraints, location of DERs placement nodes, and DERs information. The DERs information includes numbers of DERs, mobile/fixed, types (DGs, BESS, or PV), and corresponding portfolios for optimal DERs placement and dispatch by solving a multi-time optimization problem. The objective of optimization is to ensure maximum load serving, while minimizing the weighted flow on risky lines and deviation of voltage on DERs placement nodes. The proposed technique is evaluated on IEEE 123-bus and IEEE 8500-bus test grids.
