Program-oriented approach in rural management: analysis and problems

The article analyzes the problems and prospects of a program-oriented approach to managing rural development. The main obstacles to the implementation of this approach are considered, such as the lack of a unified methodology, lack of funding, insufficient integration of local initiatives with public policy and a shortage of qualified personnel. Special attention is paid to the need to take into account the specifics of the socio-economic conditions of each territory and the importance of intersectoral interaction with the participation of authorities, businesses and NGOs. The experience of the Stavropol Territory is used as an empirical base, demonstrating the importance of involving the population in the planning and development of partnerships. Recommendations are proposed for improving program-oriented management in order to increase the effectiveness of rural development.
