Assessment of urban resilience based on the DEMATEL model Responding to major crisis events

With the acceleration of the global urbanization process and the frequent occurrence of major emergencies such as natural disasters and social crises, urban resilience, as the core concept of coping and resilience, has become a key issue in the development of modern cities. Based on the DEMATEL (Decision Testing and Evaluation Laboratory) approach, this paper constructs an urban resilience assessment framework to analyze and evaluate a city's comprehensive ability to cope with major crisis events. Firstly, the paper defines multiple factors affecting urban resilience, including infrastructure resilience R1, social resilience R2, economic resilience R3, environmental resilience R4 and governance resilience R5, and collects relevant data through expert questionnaires. Based on the influence matrix construction of DEMATEL method, we analyzed the interrelationship and causal chain among various indicators, and revealed the influence path of key factors on urban resilience. By constructing an impact network model, this paper further identifies the most influential factors and potential weak links in urban resilience. Finally, the model is applied to empirical analysis, which provides a scientific decision support tool for urban policy makers to help them improve urban resilience in crisis response. The results show that the comprehensive assessment model can effectively reveal the internal relationship of various factors in the urban resilience system, and provide a theoretical basis for the emergency management and resilience of cities in complex crisis situations.
