Restoration of spatial integrity of municipal districts in Rostov region

The spatial development of the municipal districts of the Rostov region is inextricably linked with the agrarian settlement system that formed in the Soviet period on the basis of state-owned farms and collective farms. The territorial organization of the municipal district and its spatial parameters do not always correspond with the change of the economic system and the new urban planning policy. The legislative framework affecting the spatial development of municipalities was reviewed. The topological features of the Rostov region’s municipal districts was studied out. Experimental (theoretical) options of spatial development are proposed for the municipal district of the Rostov region. These proposals are experimental, not practical recommendations for amending the strategy, territorial planning scheme of the Rostov region or its administrative-territorial structure. The article raises the issue of finding optimal forms of municipal district planning with an eye to possible transition to ‘municipal okrug’ (constituency) as a new spatial planning form.
