System-dynamic model of sustainable development of the region

The article is devoted to a comprehensive presentation of the elements of regional sustainable development, a detailed analysis of which was previously conducted by the author earlier. The essential content of individual and auxiliary level variables, their tempo features from the point of view of influence on the stability of socio-economic processes in the region are revealed. Empirical characteristics of the manifestation of level variables and tempo factors in real practice are shown, and an assessment of the degree of their significance and influence on the presented model of sustainable development of the region is given. The problems of ensuring a balanced approach to the issues of managing the sustainable development of the region are raised, taking into account the ongoing communication trends of the main subjects of management. Based on the data, a model of sustainable development of the region has been developed, which allows us to derive the management relationships of all elements - level and introduced auxiliary variables and show the complexity of their communication chains, taking into account subject-subject and subject-object positions. The basis for constructing the model is the methodology of system dynamics by J. Forrester, as well as the principles of homeostatic and synergetic approaches. The characteristics of level variables and tempo factors, which were presented in detail in previous author's articles, are taken into account and the need for their monitoring is justified to reflect the dynamics of socio-economic processes occurring in the region. The necessity of introducing this model into the regional policy of government authorities has been proven to ensure the achievement and subsequent maintenance of the required level of sustainability of the socio-economic development of the region. The need to focus special attention on the interaction between authorities and the population of the region is substantiated, since these relations are determined by complex behavioral attitudes and have a sufficient impact on the sustainability of development.
