The upbringing of conscious citizens of the country – those who are devoted to their homeland, respect their people, value and contribute to national history, and are ready to take confident and selfless steps for its future – begins in early childhood. The war in Ukraine, current socio-economic processes in the country, as well as hostile propaganda, have actualized the issue of forming preschool children’s social and civic competence. This process is the basis for the forming a young generation of citizens who possess an active civic position and are also able to establish social partnerships to address societal issues. The purpose of the article is to identify and characterize the pedagogical conditions for forming older preschool children’s social and civic competence by means of fiction. The essence of the concepts of «condition» and «pedagogical conditions» is clarified.Based on the analysis of a number of scientific studies devoted to the issues of social, moral, and civic education, the following pedagogical conditions for forming social and civic competence of older preschool children by means of fiction have been identified and characterized: creation of a literary and developmental environment; preschool education teacher’s competence in the use of fiction to form older preschoolers’ social and civic competence; integration of literary works into various types of children's activities; establishment constructive, partnership-based interaction between parents and educators. The article emphasizes that the identified and characterized pedagogical conditions are closely interconnected, and their implementation in preschool education institutions will enhance the process of forming older preschool children’s social and civic competence. The actual definition of the concepts of «literary and developmental environment» and «teacher’s competence in using fiction in the process of forming older preschool children’s social and civic competence» is new, as well as a novel perspective on creating such an environment and on the components of the specified teacher’s competence.
