The emerging government technologies adoption framework (EGTAF): a governance-centric approach for transforming public services

The adoption of emerging technologies in the public sector is becoming crucial for improving efficiency, service delivery, and public engagement. This study develops the Emerging Government Technologies Adoption Framework (EGTAF) to identi fy and organize the key factors that influence technology adoption in government settings. Grounded in the Technology– Organization–Environment (TOE) model, the framework was built through a structured literature review and refined using expert input. The final framework includes multiple pillars related to organizational readiness, technological infrastructure, and environmental conditions, each supported by sub-factors drawn from public sector research. The study followed a three-phase approach: (1) factor extraction from relevant literature, (2) development of the conceptual framework, and (3) validation through a panel of experienced experts. The feedback confirmed the framework’s relevance, clarity, and practical value. EGTAF provides a structured and applicable model that can assist policymakers, IT leaders, and public sector managers in planning and evaluating technology adoption efforts. The framework provides a foundation for future empirical research and adaptation across different government areas.
