PROSPECTS OF REGIONAL AGRICULTURAL ENTERPRISES IN IMPROVING THE ORGANIZATIONAL AND ECONOMIC MECHANISM OF INNOVATIVE DEVELOPMENT MANAGEMENT
Effective development of national agricultural production is a complex task that requires an integrated approach combining the efforts of the state, science, education and business. The key factor is innovation, which, unfortunately, is currently hampered by incomplete implementation of the state innovation policy in the agricultural sector. The problem is not only insufficient financing, but also the lack of a clear strategy that would take into account the specifics of various sectors of agriculture (crop production, animal husbandry, fishing, etc. D.), regional peculiarities and global trends in the field of sustainable development. The creation of favorable economic conditions includes not only direct financial support for innovative projects, but also the development of a system of tax incentives, loan guarantees and a public procurement program for innovative products. The key role here is assigned to government agencies responsible for the development of agriculture, which must ensure transparency and efficiency in the allocation of funds, minimizing bureaucratic barriers and corruption risks. It is necessary to create a simple and understandable grant financing system, focused on specific results and performance indicators.
