E-government, smart governance and GovTech: issues of legal support for public administration digitalization

The article explores the terminological, conceptual, and legal aspects of the digitalization of public administration in Ukraine in the context of the development of e-government, Smart governance, and GovTech, with particular focus on the integration of artificial intelligence (AI) into public services. A comparative analysis of the legislative definitions and regulatory frameworks of these concepts is provided. It is established that despite the existence of a robust digital ecosystem built around the "Diia" brand—encompassing numerous services, applications, and infrastructural projects—the approaches to digitalization remain fragmented. Special attention is given to the analysis of the Strategy for the Digital Development of Innovation Activity in Ukraine until 2030 (WinWin), which outlines strategic objectives for the development of GovTech and artificial intelligence. The article analyzes digital transformation priorities across different sectors and reveals uneven progress in digitalization tasks and an imbalance between the number of initiatives and the level of their legal support. Legal issues arising from the integration of AI models into existing government portals are identified and systematized.
