Organizational and Legal Foundations of Public-Private Partnership in Ensuring Anti-Terrorist Security in Ukraine
The article examines contemporary challenges in countering terrorism, which is taking new forms, including state terrorism, cyberattacks, and the use of unmanned technologies. Global trends are analyzed based on the Global Terrorism Index (GTI, 2025), which indicate an increase in both the scale and geography of terrorist threats, including within Ukraine. The necessity of a comprehensive response to terrorist challenges is substantiated, one that involves not only the activities of security forces but also the active engagement of business and civil society. Special attention is devoted to the role of public-private partnership in ensuring counter-terrorism security. Based on the analysis of domestic and international experience, the article identifies the factual and legal grounds for such partnership, its possible forms, and areas of implementation: from information sharing and joint training to the protection of critical infrastructure and countering cyber threats. It is established that public-private partnership is an effective mechanism for enhancing the efficiency of counter-terrorism efforts, as it allows combining the state’s legal powers with the resources, flexibility, and technological potential of the private sector. The article proposes an original definition of the principles of public-private partnership in the field of counter-terrorism security and outlines promising directions for its further development in Ukraine.
