Ilya Ivanovich Sterligov: the chairman of the Tambov Governorate Zemstvo Council (1904-1909)

The aim of the study is to determine the typical life trajectory of managers of the early 20th century in the era of wars and revolutions, based on the biography of I. I. Sterligov, chairman of the Tambov Governorate Council. Like many other zemstvo councilors, retired military man I. I. Sterligov finds in zemstvo activities an opportunity to build a career as a state official, eventually becoming the Governor of Lublin at the twilight of the Russian Empire. The scientific novelty of the study lies in the fact that, for the first time, a comprehensive study and generalization of I. I. Sterligov’s biography is carried out, and documents from file 8950 of fund 161, “Tambov Governorate Noble Deputies Assembly”, are introduced into scientific use, allowing the identification of the formation of corporate ties and the establishment of characteristic relationships. The research revealed that Sterligov’s biography, as a relatively successful representative of his generation and time, is also typical.
