Formation of anti-corruption culture in future state and municipal employees in higher education through the integration of regulatory-legal and value-moral components of the educational process

The study aims to identify and substantiate the pedagogical conditions for the formation of anti-corruption culture among students – future state and municipal employees – in higher education through the integration of regulatory-legal and value-moral components of the educational process. The article presents the methodology and results of an empirical study conducted through student surveys to identify the level of respondents’ anti-corruption awareness, as well as to determine the degree of awareness of their personal role and responsibility in combating corruption. Problem areas were identified: low legal awareness of students and a lack of confidence in their own role in anti-corruption activities. Specific pedagogical recommendations are proposed, including the introduction of specialized educational modules, the development of critical thinking, and the fostering of civic responsibility through the use of methods such as case technologies, business games, and project activities. The scientific novelty of the research lies in the conceptualization of the process of forming anti-corruption culture in students through the integration of legal education and moral-ethical upbringing in the higher education environment. As a result of the research, practical recommendations have been developed and proposed for the implementation of specialized educational programs and modules aimed at increasing legal literacy and forming sustainable anti-corruption attitudes among future state and municipal employees.
