In de schaduw van de bureaucratie

In the shadow of bureaucracy. A framework for internal management in government organizations Government organizations use various forms of management, both externally and internally. Externally, government organizations increasingly operate within networks and these organizations focus on network management, while internally a bureaucratic form of management is often used. Although much research has been conducted into the design of external network management, less is known about the impact of internal management on the contribution that the government organization makes to the external network and how the internal form of management within a government organization can connect to the external form of management. This research (in Dutch municipalities) shows that internally a bureaucratic form of management is often combined with internal network or market management. The combination of internal bureaucratic management with internal network management offers a good basis for timely and substantively adequate contributions to the external network, but can also lead to a management conflict. The combination of internal bureaucratic management and internal market management not only offers a basis for timely and substantively adequate contributions, but also for consistent contributions to the external network.
