RƏQƏMSAL İQTİSADİYYAT KONTEKSTİNDƏ AZƏRBAYCANDA STARTAPLARIN ROLU VƏ TƏSİR MEXANİZMLƏRİ

The article analyzes the dynamics of the formation and development of startups in Azerbaijan, as well as the main components of the startup ecosystem and their mutual relationships. The development of innovation-oriented entrepreneurship in the country, state support programs, incubation and acceleration centers, as well as the role of venture financing are particularly emphasized. The function of higher education institutions, technoparks and international partnerships in the startup ecosystem is also considered. The article also covers existing problems - such as insufficient legal regulation, limited access to financial resources and weak development of innovation culture. As a result, it is concluded that in order to develop the startup ecosystem and achieve a competitive position in international rankings, it is necessary to a) establish specialized startup funds, b) formalize university-startup cooperation, c) attract state and international support for high-risk innovative projects, d) increase grant amounts in a phased system, e) establish an annual monitoring and reporting system that monitors the startup ecosystem.
