National Acclaim for Institutional Innovation: Punjab Sahulat Bazaars Authority’s Unique Transition from Company to Statutory Authority in Pakistan

The paper discusses the institutional ingenuity and national notoriety of the Punjab Sahulat Bazaars Authority (PSBA) which is the single example of a recorded conversion experiment into a complete-fledged statutory entity in the Pakistani retail market of a Section 42 company. The study is grounded on a qualitative approach of the research through the documents, although the quantitative analysis of the extent to which PSBA has been turned in legal sense, whether the organization is financially independent and whether their work is regulated by the official records and reports of the independent media and the assessment of the third party and the government is controlled. The new systems that PSBA incorporated with Naveed Rafaqat Ahmad as the leader of choice included real time price boards, subsidy free, solarized infrastructure, non-discriminating vendor policies that specifically gave female traders power. Under the findings, PSBA has consistently done better than the related organizations in the price control, use of digital, and provision of services to the population and the savings to the consumers are up to 35-percent lower than the open market rates.
