The Azerbaijani government has implemented various regulatory and support measures to stimulate the development of SMEs. After the approval of the "Strategic Roadmap for the Development of Small and Medium-sized Enterprises" for 2021-2025, reforms in this area have been further accelerated. The goal of this strategic plan is to increase the international competitiveness of SMEs, facilitate their access to financial resources, and increase their contribution to the economy. In the international context of COP 29, extensive measures are being taken in developed countries to transform entrepreneurial activities into an environmentally sustainable form. For example, the European Union is implementing the "Green Deal" as part of the fight against climate change. This deal aims to ensure that business activities in all member countries are based on clean energy and resources. SMEs in Europe, taking advantage of state incentives to combat climate change, apply environmentally friendly production methods, and thus achieve positive results in both the economic and environmental spheres
