Flood Disaster Analysis and Prevention Countermeasures in Shangqiu-Suzhou Section of the Huaihe River Basin
This study focuses on the flood disaster in the Shangqiu-Suzhou section of the Huaihe River Basin in 2024. By analyzing the influencing factors of the flood disaster in this region in September, 17 evaluation indexes were selected. The correlation between the influencing factors and the flood disaster was determined using a combination of the grey relational analysis-based TOPSIS method and the Entropy TOPSIS method. The extent of the flood disaster in each area was scored and ranked. Consistent analysis results were achieved for mutual confirmation, and the analysis results were visually displayed. Among the 17 evaluation indexes, 10 important influencing factors were identified: maximum sluice discharge > elevation > precipitation > population density > GDP > temperature > topographic relief > flow > flow direction > slope direction. The results showed that Yongcheng was the most severely affected, while Suixi in Huaibei was the least affected. Based on the research findings, a series of targeted flood control countermeasures, including both engineering and non-engineering measures, were proposed. This has important practical significance for enhancing the flood control capacity of the Shangqiu-Suzhou section of the Huaihe River Basin and ensuring regional sustainable development. The analysis of flood impact factors in this region can summarize experiences and lessons in dealing with natural disasters, improve disaster prevention, mitigation, and relief capabilities, effectively prevent and respond to major natural disasters, and provide theoretical support for constructing a new pattern path of emergency management.
