STATE POLICY FOR THE DEVELOPMENT OF DEMOGRAPHIC FACTORS IN THE CONTEXT OF GLOBAL CHALLENGES

The article examines the state policy on the development of demographic factors in the context of the global challenges of modernity. It emphasizes that demographic processes are one of the decisive components of sustainable state development and have a direct impact on economic stability, social integration, and national security. The interconnection between demographic changes, the level of economic development, environmental constraints, and political processes, including the impact of wars and large-scale migration, is identified. The global demographic situation is analyzed, which is characterized by opposing trends: a demographic explosion in developing countries and depopulation processes in economically developed states. It has been established that the uneven distribution of the population between regions is accompanied by socio-economic imbalances, the crisis of large cities, rising unemployment, and the deepening problem of poverty. Particular attention is paid to the impact of uncontrolled urbanization, global labor migration, and internal displacement on demographic stability. Approaches of states to the formation and implementation of demographic policy are revealed. Three main strategies are distinguished: the policy of limiting population growth, the policy of maintaining current growth rates, and the policy of stimulating birth rates. For each of them, scientific justification, implementation instruments, and possible risks are provided. It is emphasized that an effective demographic strategy requires adaptation to regional specificities and the consideration of cultural and social factors. Special attention is devoted to the analysis of the integration of demographic policy with the economic, environmental, and security strategies of the state. It is demonstrated that ensuring a balance between population growth and the resource capacity of the country is a prerequisite for social stability and sustainable development. In the context of war-related challenges and post-war recovery, measures for the reintegration of internally displaced persons, the return of labor migrants, and the restoration of the reproductive potential of the nation are particularly relevant. It is noted that international coordination and compliance with international legal standards in the field of demographic policy contribute to strengthening national security and increasing the efficiency of governance. The importance of using the recommendations of the United Nations, the International Labour Organization, and the Council of Europe, as well as integrating the successful practices of the European Union into the national regulatory framework, is stressed. It is concluded that effective state policy in the sphere of demographic factor development is based on a combination of preventive legal regulation, strategic planning, and international cooperation. Its implementation is possible only under a comprehensive approach that encompasses socio-economic, environmental, and security aspects, ensures a high quality of life for citizens, and enhances national competitiveness in the global dimension.
