SYSTEM OF PRINCIPLES FOR THE FORMATION AND IMPLEMENTATION OF STATE REGIONAL POLICY

The article examines the objectives and principles of shaping and implementing the state regional policy of Ukraine under the current conditions of wartime challenges and European integration aspirations. The author aims to define a conceptual system of regional policy principles that ensures a balance between strategic and tactical guidelines, combines national and local interests, and promotes effective management of territorial development. The relevance of the study is determined by significant interregional disparities, the necessity of restoring de-occupied territories, strengthening local self-government, and the need to harmonize policy with European standards. It is substantiated that principles serve as methodological benchmarks, ensure coherence and integrity of policy, form the basis for strategic planning, and enhance the transparency and legitimacy of decisions. The study systematizes scientific approaches of leading scholars to the classification of regional policy principles and identifies their common and distinctive features. Based on an analysis of the legislative framework and scientific concepts, a system of principles is proposed: state integrity, partnership, subsidiarity, transparency and accountability, equal opportunities, complexity, public participation, long-term orientation, market orientation, program-targeted approach, and integration. It is demonstrated that their implementation ensures the adaptability of policy to dynamic socio-economic and security challenges, and creates the preconditions for sustainable development and social cohesion. The conclusions emphasize that the system of principles of state regional policy is not a declarative construct but functions as a practical instrument of public administration aimed at ensuring the strategic coherence of territorial development with national interests and Ukraine’s European integration priorities. It is noted that the practical implementation of these principles creates institutional prerequisites for regional economic modernization, social justice, social consolidation, and restoring public trust in government. It is concluded that further research in this area should contribute to the formation of comprehensive models of territorial development management capable of reconciling national priorities with the needs of communities and the requirements of the European space.
