Rancang Bangun Peta Kompetensi Personalia Perdagangan Karbon
Climate change is the most pressing challenge for the global community. One of the efforts to mitigate climate change in Indonesia is through the establishment of a framework for implementing the Carbon Economic Value to achieve the NDC target. Regulation of the Minister of Environment and Forestry Number 21 of 2022 provides technical guidelines for the implementation of the Carbon Economic Value, including the regulation of carbon trading mechanisms. Competency development is necessary for the implementation of carbon trading. Regional Model Competency Standards (RMCS) is a model for developing activity/industry-based competency standards that focuses on the productive functions of a similar business/industry activity, and in the development of the latest competency standards. Competency development research is conducted using a systematic and comprehensive literature review methodology to analyze, synthesize, and conclude information from various scientific sources and relevant regulations to develop a competency map design. The stages undertaken for this study were analyzing carbon trading regulations and formulating the productive functions required to achieve the primary objectives of key, primary, and basic functions. The resulting primary and basic functions are in the form of occupations: Preparation of Mitigation Action Plan Documents with 1 competency unit, Validator of Mitigation Action Plan Documents with 2 competency units, Recorder of Mitigation Action Plan Document Validation Results with 1 competency unit, Implementer of Climate Change Mitigation Actions with 2 competency units, Verifier of Climate Change Mitigation Actions with 2 competency units, Recorder of Verification of Climate Change Mitigation Action Implementation Reports with 2 competency units, and Reviewer of Mitigation Action Implementation Results Reports, Verification Results Reports, DRAMs, and Validation Results Reports with 1 competency unit.
