BNDES and sources of funding for strategic management: understanding BNDES’s funding mix — government resources, multilateral loans, and market fundraising

The Brazilian Development Bank (BNDES) is the main public financial institution for long-term credit in Brazil, supporting corporate strategic management through diversified sources of funding. This article analyzes the evolution and structure of BNDES’s funding mix, which includes government resources, multilateral development loans, and capital-market fundraising. Drawing on institutional documents and academic studies, the findings show that each funding source has specific implications for cost, governance, and strategic allocation. Public resources enable countercyclical and subsidized lending, multilateral funds introduce development-oriented conditionalities, and capital-market issuances foster financial sophistication and market discipline. The study highlights the strategic importance of aligning corporate financing decisions with the characteristics of BNDES resources. Moreover, it discusses recent trends in blended finance and climate-related funding that position BNDES as both a direct lender and a facilitator of private investment. The analysis concludes that BNDES’s evolving funding strategy has critical implications for firms’ long-term planning, governance, and competitiveness.
