Uma análise das Cúpulas Sociais do Mercosul durante o Regionalismo Pós-liberal
The Mercosur Social Summits are an important instrument of dialogue between governmental and non-state actors in the process of South American regionalism, allowing citizens of national states to enunciate their demands and claims in relation to the process, as well as conferring legitimacy to the actions and decisions taken in this area. The main objective of this article is to discuss the context of the rise and strengthening of the Mercosur Social Summits during Post-liberal Regionalism. To achieve this objective, we used the Case Study as a research methodology, and as research techniques, we resorted to the bibliographic review of the specialized literature and documentary analysis. We were able to verify that despite the strengthening of the participatory agenda during this moment, and the existing rhetoric around the need to establish more autonomous institutions, substantive change were not made and the participation of civil society was relegated to consultative mechanisms and distant from the decision-making process.
