EXTENSION OF THE CPTED APPROACH TO GUIDE THE REGENERATION OF PUBLIC PARKS IN TERMS OF URBAN SAFETY. AN INDICATOR-BASED APPLICATION TO THE ILLUMINA CAIVANO PROJECT
Urban public parks offer a wide range of ecosystem services in urbanized territories, but they can turn into crime concentration points if they are not sufficiently maintained and supervised. Crime prevention through environmental design (CPTED) is an approach widely used worldwide to prevent crime but is not dedicated to assessing the level of safety of public parks since it does not provide clear guidelines on how to support regeneration actions of existing urban parks. This article evaluates the use of indicators as a means of measuring the performance of regeneration with respect to criteria for mitigating the phenomenon of urban insecurity. The indicators are selected based on a systematic literature analysis according to the prism method with a discussion on the selection process and the construction of an evaluation system. The extent to which the performance of the regeneration project can be evaluated and subsequently compared is examined. In fact, the application to the Illumina Caivano case study highlights the robustness of the approach in terms of objectivity and expeditiousness in the implementation of the selected indicators. Conclusions are drawn open to future developments about the versatility of the evaluation system in capturing the performance of the regeneration project and on the potential to identify threshold values.
