The article systematizes the main theoretical approaches to youth policy and the concept of inclusion, highlighting the role of higher education institutions, international organizations, and cross-sectoral partnerships in implementing inclusive programs. Particular emphasis is placed on the adaptation of forms and methods of work in conditions of wartime instability: the use of flexible and mobile formats, digital platforms for communication, provision of psychosocial support, and consideration of the cultural, gender, and linguistic specificities of young people. The need to create an inclusive space within communities, which minimizes the risks of social isolation, is underlined. The article also identifies the key challenges faced by youth workers during the crisis period and outlines directions for the further development of inclusive youth work aimed at preserving social cohesion, improving psycho-emotional well-being, and ensuring equal opportunities for all categories of youth.
